Hertfordshire County Council to set up a better meals on wheels service in the county. This service had been delivered in a patchy way by the ten districts and resulted in an inequitable service with variations in quality and availability. The creative commissioning approach managed to create a social enterprise as the agent of the Council avoiding the need for procurement. The districts agreed a cost sharing subsidy. The new enterprise to be called Hertfordshire Community Meals is a social enterprise that will distribute the meals throughout the county and will in turn become the contracting body for the purchasing of the food itself.
